Code Compliance Technician
 

The City of Moorhead is accepting applications for Code Compliance Technician in the Community Development Department. This skilled technical position performs intermediate work planning, organizing and implementing code compliance and enforcement functions, and related work as required. This position exercises no supervisory responsibilities.

ESSENTIAL FUNCTIONS:  The essential functions of the position include, but are not limited to the following major duties performed. 

  • Inspects property and assures compliance with applicable codes.
  • Contacts property owners/managers to schedules inspections; reports inspection violations to property owners in writing; conducts re-inspections; monitors compliance plans.
  • Maintains inspection and enforcement activity records; compiles worksheet; submits reports.
  • Assembles statistical data and special reports upon request.
  • Assists with design and development of rental registration and inspection programs, policies and operating procedures.
  • Recommends and/or initiates legal actions against property owners or residents failing to comply with requests to maintain housing units in compliance with applicable codes.
  • Conducts and supervises abatements against property owners or residents failing to comply with compliance orders.
  • Performs limited residential building inspection duties, including: footings; window and patio door replacements; roofing; siding; decks and deck footings; and final building inspections.
  • Communicates code requirements and information to contractors, other government agencies, property owners/managers, realtors, tenants, other City departments and the general public.
  • Performs other duties as requested.
  • Attendance at off-site courses/trainings/seminars may be required.

REQUIREMENTS:

  • High School Diploma or GED
  • One year or less experience working with the public in code enforcement or inspection services, or related field
  • Valid driver’s license

KNOWLEDGE, SKILLS and ABILITIES:
Comprehensive knowledge of modern property, building and fire code principles, procedures and techniques; skill in interpreting property, building and fire codes; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to compute rates, ratios and percentages; ability to read and interpret documents such as safety rules, operating and maintenance manuals, technical and procedure manuals, building codes, ordinances and policies; ability to prepare reports and correspondence; ability to maintain records and complete forms; ability to communicate effectively, both orally and in writing; ability to effectively follow verbal and written instructions; ability to take initiative and carry out assigned projects to their completion without immediate supervision; ability to act in a professional manner under stressful conditions; ability to establish and maintain effective working relationships with employees, supervisors and the general public

PHYSICAL REQUIREMENTS and WORKING CONDITIONS: 
This work requires the regular exertion of up to 25 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires lifting, frequently requires standing, walking, speaking or hearing, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and repetitive motions and occasionally requires sitting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to fumes or airborne particles and exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), exposure to toxic or caustic chemicals, exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
