Community Risk Reduction and Training Coordinator
The City of Moorhead is accepting applications for a Community Risk Reduction & Training Coordinator working in the Fire Department. This protective services position performs intermediate work: 1) planning, directing, supervising and conducting training for fire suppression, rescue, emergency medical and hazardous materials courses (60%), 2) interfacing with stakeholders and customers to reduce non-fire risks and improve the quality of life for people who are in chronic crisis (40%), and related work as required. This position exercises general supervision over assigned staff.
ESSENTIAL FUNCTIONS: The essential functions of the Fire Community Risk Reduction & Training Coordinator include, but are not limited to the following major duties performed. Duties are listed from most to least important.
- Designs, develops and presents training for fire suppression, rescue, emergency medical and hazardous materials.
- Performs community risk reduction work by speaking to groups of citizens, teaching special community courses, and representing the department at conferences and meetings.
- Provides support functions at incidents.
- Uses various technology to prepare and maintain reports, evaluations, schedules and journals.
- Assists Fire Administration with identifying staff to serve as training instructors and develops and supervises fire department instructors.
- Identify fire, life safety, and all hazards educational needs and assess the education program by analyzing emergency responses and hazards from the community and fire department.
- Works with key community stakeholders in the coordination and delivery of community health services addressing the needs of people with chronic health issues to improve their independence and quality of life.
- Develops, prepares, and delivers fire, life safety, and all hazard educational presentations and response plans to businesses, organizations, residents, schools, and City employees.
- Develops safety campaigns including news releases, flyers, articles, multi-media materials, public events, web pages, social media, speaking appearances on radio and television, community education campaigns, and represents the City at public events to increase safety awareness.
- Performs Firefighter duties as directed.
- Performs other duties as requested.
- Attendance at off-site courses/trainings/seminars may be required.
- Supervisory Position: Performs or effectively recommends the hiring, transfer, suspension, promotion, discharge, assignment, reward, discipline, direction of work, and adjustment of grievances of subordinate personnel
- Associates/Technical degree in fire technology, or related field and three years experience in Firefighting, or related field; OR High School Diploma/GED and six years of experience in Firefighting, or related field
- Valid driver's license
- IFSAC or ProBoard Firefighter 2 Certification
- National Registry of Emergency Medical Technicians EMT Certification within one year of hire
- Licensed Firefighter, State of Minnesota within one year of hire
- Licensed EMT, State of Minnesota within one year of hire
- NIMS 700, 800, 100, 200, within one year of hire
- IFSAC or ProBoard Fire Instructor 1 Certification within one year of hire
- IFSAC or ProBoard Fire Officer 1 Certification within one year of hire
- IFSAC or ProBoard Fire Apparatus Operator - Pumper Certification within one year of hire
- DOT EMS instructor within one year of hire
- AHA CPR Instructor within within one year of hire
KNOWLEDGE, SKILLS, and ABILITIES
The Community Risk Reduction & Training Coordinator in the Fire Department requires a thorough knowledge of the principles and practices of fire prevention, inspection, suppression and emergency services; thorough knowledge of departmental, state and federal rules, regulations, statutes and standards; thorough knowledge of the operation and maintenance of fire apparatus and equipment; thorough knowledge of training needs, testing instruments, instructional methods and requirements; comprehensive knowledge of supervisory principles and practices; ability to plan and implement activities; ability to exercise sound judgment in emergencies; ability to effectively supervise personnel in fire and emergency situations; ability to prepare, review and analyze reports, charts and data; ability to make arithmetical computations, review financial records and complete statistical analysis; ability to operate standard office equipment and applicable software packages; ability to establish and maintain effective working relationships with City officials, associates and the general public.
PHYSICAL REQUIREMENTS and WORKING CONDITIONS
The Community Risk Reduction & Training Coordinator in the Fire Department requires the frequent exertion of up to 10 pounds of force and occasional exertion of over 50 pounds of force; work regularly requires sitting, speaking or hearing and repetitive motions, frequently requires walking, using hands to finger, handle or feel, reaching with hands and arms, pushing or pulling and lifting and occasionally requires standing, climbing or balancing, stooping, kneeling, crouching or crawling and tasting or smelling; work requires depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to vibration, wearing a self contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic)
