Traffic Engineering Technician 

The City of Moorhead is accepting applications for Traffic Engineering Technician working in the Engineering Department.
This skilled technical position performs difficult/complex work responding to issues related to traffic signal malfunction; project management of traffic signal systems, flashing beacons, and Intelligent Transportation System devices; project management of the system design, inspection and review of all testing of fiber optic systems; review of shop drawings and submittals for compliance with project specifications, and related work as required. 

REQUIREMENTS:

  • Associates/Technical degree in civil engineering, or related field and two years experience with traffic signal systems and wiring, or related field; OR Journeyman Electrician License and four years' experience with traffic signal systems and wiring, or related electrical experience.
  • Valid Driver's License
  • Within one year:
    • IMSA Certification
    • MnDOT Signal & Lighting Certification

ESSENTIAL FUNCTIONS

  • Manages projects for traffic signal systems, flashing beacons, and Intelligent Transportation System devices.
  • Responds immediately to traffic signal failure and resolves the problem.
  • Maintains fiber optic system for traffic, inspection and review of all testing design of fiber results.
  • Performs construction inspection to ensure compliance with the plans, specifications and applicable Federal and Municipal State Aid project development requirements.
  • Assists the Traffic Engineer with data collection and data management for use in sign request studies, traffic calming studies, corridor studies, Intersection Control Evaluations (ICE), and other engineering reports.
  • Assists the Traffic Engineer with annual inspections of the City's traffic signal system, including interconnects with other traffic signals.
  • Assists the Traffic Engineer and various railroad representatives with annual testing and inspection of the railroad preemption operations.
  • Assists the Senior Engineer in the development and preparation of engineering reports, plans and specifications for a wide variety of utility and transportation infrastructure projects; reviews plans and specifications for projects prepared by engineering consultants to ensure compliance with City standards.
  • Monitors established standards for compliance with applicable codes and regulations according to the Manual of Uniform Traffic Control Devices and the National Electric Code.
  • Assists with maintaining and preserving public works records; drafts as-built records of projects; documents changes for the operation and maintenance programs; assists in developing, preparing and/or reviewing and updating utility and transportation infrastructure maps, database and comprehensive plans.
  • Responds to questions/issues from the general public as needed.
  • Performs other duties as requested.
  • Attendance at off-site courses/trainings/seminars may be required.
KNOWLEDGE, SKILLS, and ABILITIES
The Traffic Engineering Technician has knowledge of surveying and civil engineering principles, procedures and techniques; general knowledge of engineering plans and specifications, and electrical diagrams; general knowledge of city, state and federal policies, laws and regulations; ability to interpret operating, maintenance, technical and procedure manuals and engineering plans and specifications; ability to prepare, organize and maintain engineering field and office data, reports and systems; ability to communicate effectively, both orally and in writing; ability to understand and carry out written and oral instructions; skill in operating necessary tools and equipment such as electrical technician equipment, personal computer and word processing, spreadsheet, database, GIS and CAD software and standard drafting tools; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to compute rates, ratios and percentages, ability to understand and apply governmental accounting practices in maintenance of financial records; ability to establish and maintain effective working relationships with associates, supervisors, other departments, vendors and the general public.
