The City of Moorhead is accepting applications for a Records Manager working in the Police Department. This skilled administrative position performs intermediate work managing and coordinating the operations of the Records Division, planning, directing, and supervising, office support activities, creating and managing division policy and procedures, assisting the public, and related work as required. Work is performed independently, and this position requires a high degree of confidentiality and independent judgement. This position is responsible for all operations and budget administration of the Records Division. This position exercises general supervision over assigned staff.
HOURS: Monday-Friday, days
ESSENTIAL FUNCTIONS: The essential functions of the position include, but are not limited to the following major duties performed. Duties are listed from most to least important.
• Provides support and instruction for department training on proper use of Departments Records Management System (RMS), annual National Crime Information Center (NCIC) testing, Bureau of Criminal Apprehension (BCA) state audits , Criminal Justice Information Services (CJIS) requirements are enforced and report coding updates from MNJIS.
• Compiles necessary data and creates reports for submission, including MN Post and BCA reporting.
• Provides confidential and administrative support to the department management staff as needed; manages and maintains confidential files, reports, records, statements and requests. Including confidential files containing personnel information.
• Interacts with other agencies, businesses, and the public.
• Serves as contact person for the department in regards to requests for public data.
• Manages and assigns as necessary various administrative duties such as proprietary system maintenance.
• Maintains case management system.
• Supervises maintenance of department records, retention schedules, document storage and destruction.
• Serves as Notary Public.
• Performs other duties as requested.
• Attendance at off-site courses/trainings/seminars may be required.
Supervisory Position: Performs or effectively recommends the hiring, transfer, suspension, promotion, discharge, assignment, reward, discipline, direction of work, and adjustment of grievances of subordinate personnel.
REQUIREMENTS:
• Associates/Technical degree
• Three years experience in administrative support or related field; office management experience preferred
• Comply with CJIS policy requirements, background checks and security testing and ongoing compliance
KNOWLEDGE, SKILLS, and ABILITIES:
Thorough knowledge of standard office practices, procedures, equipment and office assistance techniques; thorough knowledge of business English, spelling and arithmetic; thorough knowledge of the organization and functions of the department and administrative policies and practices, including confidential policies, federal, state and city laws, regulations and codes and Data Practices; general knowledge of human resource management practices such as training, and discipline; thorough knowledge of the department's budget and various procedures for purchasing supplies and requesting payment of invoices; ability to keep office records and to prepare accurate reports from file sources; ability to perform and organize work independently; ability to prepare effective correspondence on matters and to perform office management details without referral to supervisor; ability to operate standard office equipment and applicable software packages; ability to communicate effectively, both orally and in writing; ability to plan and direct the work of subordinates; ability to establish and maintain effective working relationships with associates, supervisors and the general public.
PHYSICAL REQUIREMENTS and WORKING CONDITIONS:
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and using hands to finger, handle or feel, frequently requires standing, speaking or hearing and reaching with hands and arms and occasionally requires walking and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work is generally in a moderately noisy location (e.g. business office, light traffic).
