Description

The City of Moorhead is accepting applications for a GIS and Asset Management Technician in the Engineering Department.  This skilled technical position performs intermediate work planning, developing, deploying, maintaining, and assuring the quality of the City's enterprise Geographic Information Systems (GIS) and asset management system (EAM), databases, and documentation across various departments including Administration, Engineering, Public Works, and Community Development and performs related work as required.

ESSENTIAL FUNCTIONS

  • Maintain and update the City’s Enterprise GIS and EAM infrastructure datasets, including sanitary sewer, storm sewer, roads, trails, park assets, airport infrastructure, traffic control features, and flood protection systems such as levees.
  • Administer the City’s EAM system including workflows to manage tasks and work orders, establishing preventive maintenance plans, and conducting condition assessments.
  • Assists in planning, developing, designing, and implementing of the City’s asset management program; including programs which manage asset levels of service and whole lifecycle of City assets.
  • Provides training and technical support to City staff and external users on navigating and utilizing GIS and asset management applications and software; offers guidance on best practices.
  • Performs quality control checks and audits to assess asset inventory, identify maintenance needs, and recommend appropriate actions to ensure consistency, maintain integrity, and improve the City’s asset management system.
  • Utilizes as-built drawings, plans, and other documents to facilitate updates to GIS and asset databases; conducts field inspections to gather data.
  • Increase access to information for staff and the public through web-based platforms such as ArcGIS Online.
  • Utilizes the City’s asset management system to generate dashboards and reports on asset performance, depreciation, and upcoming maintenance and capital replacement needs.
  • Configuration and monitoring of asset integrations within the City’s asset management system such as data flows with the City’s fuel management system, financial system, and GIS.
  • Assists with development and implementation of the City’s asset management related policies, procedures and strategies.
  • Performs office-related functions, including preparing correspondence, maps, presentation materials, brochures, printing materials, answering phones, and responding to inquiries from staff; prepares and maintains records, files, and reports as required.
  • Performs other duties as requested.
  • Attendance at off-site courses/trainings/seminars may be required.

REQUIREMENTS 

  • Bachelor’s degree in GIS, engineering technology, planning, geography, or a related field. No prior experience required.

        OR Associates/Technical degree in engineering technology, GIS, CAD/BIM, planning, business, finance, or related field, plus one (1) year of relevant experience.

  •    Valid driver's license

KNOWLEDGE, SKILLS, and ABILITIES REQUIRED
The GIS & Asset Management Technician requires thorough working knowledge of GIS tools and asset management practices, especially within the context of public infrastructure; general knowledge of asset management data and asset inventories that include condition, maintenance strategies and history, and lifecycle costs; ability to research and implement evolving best management practices; general knowledge of GIS products and programs; general knowledge of surveying and civil engineering principles, procedures and techniques; general knowledge of engineering maps and records; general knowledge of city, state and federal policies, laws and regulations; general skill operating necessary tools and equipment such as personal computer, including word processing, spreadsheet, database, GIS and CAD software; ability to be creative and to perform independent decision-making and evaluations; ability to solve problems without defined methods or procedures; ability to interpret operating, maintenance, technical and procedure manuals, engineering plans and specifications; ability to communicate effectively, both orally and in writing; ability to understand and carry out written and oral instructions; ability to establish and maintain effective working relationships with associates, supervisors, other departments, vendors and the general public.

PHYSICAL REQUIREMENTS and WORKING CONDITIONS
The GIS and Asset Management Technician requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and lifting, frequently requires standing, walking, reaching with hands and arms and repetitive motions and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling and pushing or pulling; work requires depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions, exposure to extreme cold (non-weather) and exposure to vibration; work is generally in a moderately noisy location (e.g. business office, light traffic).
