Description

The City of Moorhead is accepting applications for a Battalion Chief in the Fire Department. This advanced protective services position performs difficult work planning, directing and supervising Fire department operations, overseeing the usage and maintenance of fire stations, vehicles and equipment, handling personnel matters, enforcing the Fire Code, training staff, maintaining records and reports, and related work as required. This position exercises general supervision over assigned staff.

Essential Functions:The essential functions of the position include, but are not limited to the following major duties performed. Duties are listed from most to least important.

  • Assists with the planning and operation of fire department activities.
  • Assists with preparing and planning department budget and goals.
  • Assists with the developing operating guidelines, department policies and activities.
  • Supervises department personnel; plans and directs daily shift activities; enforces department rules, regulations and policies
  • Ensures each fire station adequately staffed; assigns schedules.
  • Assists in recruiting, hiring and training of new personnel.
  • Assists in fire prevention and fire education programs.
  • Conducts inspections and reviews pre-plans of buildings for fire and safety hazards.
  • Assists with training instruction; ensures personnel receive and maintain proper instruction and training.
  • Serves as incident commander; assesses situation and directs appropriate personnel.
  • Performs command and control of large scale emergencies involving multiple jurisdictions and agencies.
  • Maintains security at scenes; gathers information; completes incident reports.
  • Performs employee evaluations; maintains employee records; assigns and directs work; handles suspensions and disciplinary issues; works on employee transfers, awards and grievance adjustments; manages full scope of employment actions under areas of responsibility.
  • Assists Deputy Chief of Community Risk Reduction with coordinating multi-unit rental housing fire inspection activities for respective shift; ensures compliance and accuracy of related documentation.
  • Assists in promotional processes for captain positions.
  • Manages daily supplies and submits purchase approvals for larger expenditures.
  • Serves as media liaison/information officer for emergency and educational events.
  • Oversees the planning, researching, purchasing and maintenance of department equipment.
  • Performs other duties as requested.
  • Attendance at off-site courses/trainings/seminars may be required.

Supervisory Position: Performs or effectively recommends the hiring, transfer, suspension, promotion, discharge, assignment, reward, discipline, direction of work, and adjustment of grievances of subordinate personnel.

Education and Experience

  • Associates/Technical degree in fire technology, or related field; Bachelor's degree in any field preferred
  • Three years experience in firefighting and 1 year experience in a supervisor capacity

Training, Certificates, and Licenses

  • Licensed Firefighter, State of Minnesota within one year of hire
  • National Registry of EMT Certification
  • State of Minnesota EMT License within one year of hire
  • MN Firefighter 2 (or IFSAC Certifications or Pro Board)
  • NFPA 472 Compliant HAZMAT Technician Training within one year of hire
  • NIMS 700, 800, 100, 200, 300 within one year of hire
  • MN Fire Instructor 1 Certification within one year of hire
  • MN Fire Officer 1 Certification within one year of hire
  • MN State Fire Marshal Fire Investigation (Basic and Advanced) within two years of hire, or equivalent
  • Valid driver's license

Knowledge, Skills, and Abilities:
The Battalion Chief requires comprehensive knowledge of the principles and practices of fire prevention, inspection, suppression and emergency services; comprehensive knowledge of departmental rules and regulations; comprehensive knowledge of the operation and maintenance of fire apparatus and equipment; comprehensive knowledge of supervisory principles and practices; ability to program activities and implement same; ability to exercise sound judgment in emergencies; ability to effectively supervise personnel in fire and emergency situations; ability to operate standard office equipment and applicable software packages; ability to prepare and review reports; ability to establish and maintain effective working relationships with city officials, associates and the general public.

Physical Requirements and Working Conditions: 
The Battalion Chief requires regular exertion of up to 25 pounds of force, frequent exertion of up to 100 pounds of force and occasional exertion of over 100 pounds of force; work regularly requires speaking or hearing, frequently requires standing, walking, sitting, using hands to finger, handle or feel, reaching with hands and arms and lifting and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling, pushing or pulling and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arms length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock, working with explosives, exposure to vibration, wearing a self contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
