Description

The City of Moorhead is seeking qualified applicants for the Account position in the Mass Transit Department. This professional position performs intermediate work in a variety of accounting and financial reporting functions supporting mass transit or other federal program operations; maintain journals, ledgers and other subsidiary financial systems to ensure accurate financial records are used in preparing compliant budgets, financial statements and various analytical reports; and related work as required. This position exercises no supervisory responsibilities.

ESSENTIAL FUNCTIONS: The essential functions of the Accountant include, but are not limited to the following major duties performed. Duties are listed from most to least important.

  • Prepares and submits grant applications
  • Maintains and coordinates grant accounting, including identification of grant funds and balances, with grantor agencies, ensuring compliance with grant funding requirements, grant reports and record retention of contract documents.
  • Prepare and submit grant cost reimbursements.
  • Participates in the development of the annual budget.
  • Maintains and updates long-range capital expenditure plans.
  • Maintains and updates capital project lists.
  • Monitors and reconciles revenue and expenditure accounts and accounts receivable detail.
  • Reviews monthly service invoices and compares to contracts and joint powers agreements.
  • Prepares monthly operating reports and submits to Transit Manager for approval.
  • Prepares monthly financial and statistical reports for Transit Manager’s approval.
  • Researches, interprets, and applies federal regulations.
  • Reviews procurement guidelines annually for updates including changes to Federal, Minnesota, City of Moorhead, North Dakota, and City of Fargo guidelines.
  • Coordinates the maintenance of fixed assets inventory records and accounting relating to acquisitions, cost detail and asset disposals, including the periodic physical inventory of assets.
  • Participates in the annual audit process and coordinates the preparation of data for all federal and state agency audits and/or compliance review.
  • Creates and maintains work papers required for annual audit, which includes information necessary to complete the Schedule of Expenditures of Federal Awards.
  • Assists in the development of internal control procedures by identifying and notifying management of any discrepancies or inconsistencies and making recommendations for improvements.
  • Provides financial information to other departments, governmental agencies, and auditors.
  • Completes surveys and various other reports.
  • Provides backup for the Transit Manager as needed.
  • Prepares and presents financial reports and procurement guidelines to the MAT Coordinating Board and prepares related Council action items for Transit Manager approval.
  • Performs other duties and activities as requested.
  • Attends off-site courses/trainings/seminars as may be required.

MINIMUM REQUIREMENTS: To perform the Accountant position successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the formal education, experience and training required.

Education and Experience:

  • Bachelor's degree in accounting, finance, or related field
  • One year of related experience in governmental accounting with emphasis in grant administration

KNOWLEDGE, SKILLS, and ABILITIES
The Accountant requires thorough knowledge of accounting theories, principles, methods and practices including specialized government - specific practices; general knowledge of Generally Accepted Accounting Principles (GAAP), government accounting standards (GASB) and fund accounting procedures; general knowledge of principles, procedures and practices of grant administration, particularly record keeping, reporting, and Office of Management and Budget (OMB) Circular A-133 Compliance Supplement; general knowledge of reimbursement procedures for government programs; ability to understand and apply laws and established policies to the maintenance of financial records; ability to work independently; ability to communicate effectively, both orally and in writing; ability to prepare complete and accurate reports from various accounting data; ability to analyze reporting data and make recommendations; ability to verify accounting documents and forms for accuracy and completeness; ability to operate standard office equipment and applicable software packages including advanced Excel and Word; ability to establish and maintain effective working relationships with associates and the general public; skill in financial calculations, analysis and reporting; skill in organization and prioritization of work; skill in the use of computer-aided accounting tools such as spreadsheets, graphics and other software packages

Physical Requirements and Working Conditions
The Accountant work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires walking and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
