The City of Moorhead is accepting applications for a Accounting Technician with the Finance Division of the Administration Department.This technical position performs intermediate work preparing and maintaining a variety of accounting and financial reports, entering, verifying and checking data, processing budget and other financial accounts, and related work as required.

ESSENTIAL FUNCTIONS: The essential functions of the Accounting Technician include, but are not limited to the following major duties performed. Duties are listed from most to least important.

  • Performs Accounts Receivable and Accounts Payable duties as assigned including:
    • Accounts Receivable: coordinates preparation of invoices, provides accurate account coding on receipts, submits billing data to Public Service department, and processes customer payments.
    • Accounts Payable: distributes and processes invoices for payment, prints checks and prepares them for mailing, codes invoices for payment, and enters and scans obligations as needed.
  • Assists in the preparation of budget adjustments for accuracy and compliance.
  • Frequently interacts with vendors, others in the work unit, and across Departments, to exchange basic fact information as requested or as necessary to satisfy the requests. Interactions occasionally involve the exchange of detailed and/or technical information where the ability to explain concepts is exercised.
  • Exercises courtesy in communicating with other members of the work unit to provide information related to the work assignment and progress of work or to convey information about conditions or work-related needs.
  • Maintains Fixed Asset records (including infrastructure), inventory records and accounting related to acquisitions, costs detail and asset disposals, including the periodic physical inventory of assets
  • Prepares and reconciles monthly sales and use tax calculations and payments.
  • Prepares and issues 1099s
  • Maintains files and records relating to Letters of Credit issued in accordance with developer agreements and monitors based upon individual renewal terms.
  • Maintains Finance webpages including annual and periodic updates to the citywide fee schedule.
  • Serves as a backup to the other Accounting Technician position.
  • Creates and maintains City special assessment engineering project files and monitors completion of Declarations of Intent for bonding purposes.
  • Monitors and maintains the contribution fund data and reports for all departments.
  • Enters month-end and year-end journal entries into financial software.
  • Maintains revenue, expenditure and banking records for the Coalition of Greater Minnesota Cities.
  • Provides assistance to the Payroll/Accounting Technician as directed by the Finance/Payroll Manager
  • Prepares various correspondence and reports.
  • Verifies information for completeness and accuracy.
  • Performs other duties as requested.
  • Attendance at off-site courses/trainings/seminars may be required.

REQUIREMENTS:
  • Associates/Technical degree in accounting, or related field
  • One year related experience working in a business or accounting office

KNOWLEDGE, SKILLS, and ABILITIES: 
The Account Technician requires thorough knowledge of state sales tax laws; general knowledge of accounting theories, principles, methods and practices; general knowledge of municipal financial laws, ordinances and regulations; general knowledge of accounts receivable and account payable policies, practices and procedures; general knowledge of bookkeeping terminology and methods;  general knowledge of standard office procedures, practices and equipment; ability to make arithmetical computations quickly and accurately; ability to handle multiple ongoing tasks and complete work in a timely manner; ability to understand and apply laws and established policies to the maintenance of financial records; ability to prepare complete and accurate reports from various accounting data; ability to verify accounting documents and forms for accuracy and completeness; ability to operate standard office equipment and applicable software packages; ability to establish and maintain effective working relationships with associates and the general public. Skill in communication, interpersonal skills as applied to interactions with coworkers, supervisors, the general public, etc. sufficient to exchange or convey information and receive work direction.

PHYSICAL REQUIREMENTS and WORKING CONDITIONS:
The Accounting Technician requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and using hands to finger, handle or feel, frequently requires standing, speaking or hearing and repetitive motions and occasionally requires walking, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
