Fire Marshal
The City of Moorhead is accepting applications for a Fire Marshal working in the Fire Department. This advanced protective service position performs difficult work in fire prevention, investigation, and administration, interprets the fire code and building plans, makes recommendations regarding amendments to building plans and fire codes, reviews and evaluates building plans, organizes and assigns fire prevention objectives for the Community Risk Reduction and Operations Divisions, conducts building inspections in high-hazard occupancies for fire code and city ordinance compliance, delivers community fire prevention education, serves as the department spokesperson on risk reduction matters and handles communications with the media and the public, and related work as required. This position’s primary duty is the performance of office or non-manual work directly related to the management and daily operation of the City of Moorhead Fire Department. This position exercises general supervision over assigned staff.
ESSENTIAL FUNCTIONS: The essential functions of the position include, but are not limited to the following major duties performed. Duties are listed from most to least important.
- During the absence of the Deputy Chief of Community Risk Reduction (CRR) fills in the responsibilities of supervision of the Community Risk Reduction division.
- Plans, organizes, implements, and performs quality control of the community risk reduction efforts such as: fire prevention, fire investigation, construction fire plan review for remodeled and new construction for compliance with state fire code, and the fire department inspection program.
- Develops budget recommendations, explores grant opportunities, and identifies at-risk populations for CRR activities.
- Designs, develops, and presents community risk reduction programs to citizens, school children civic groups, local employers, and college students.
- Manages the Fire Department Rental Housing Program and coordinates with inspection programs in other divisions.
- Reviews plans for a residential and commercial construction project to ensure compliance with state and local codes.
- Perform technical inspections of tanks, hazardous materials facilities, alarm systems, suppression systems, college labs, and complex facilities that require enhances code knowledge and interpretation.
- Conducts field inspections of existing commercial, industrial, and rental properties to ensure compliance of applicable fire, life safety, health codes, and local ordinances. Prepares reports of findings and issues violation notices as required and conducts any necessary follow-up inspections.
- Performs fire code development and interpretation by maintaining expertise in applicable local, state, and national fire and building codes and performance standards.
- Schedules, documents, and communicates both verbally and written applicable code or city ordinance violations.
- Partners with social services and other non-governmental organizations to achieve a greater level of service for vulnerable adults, children, and general community.
- Assists in ensuring the fire department is maintaining up-to-date records for building and business violation history and database contact information.
- Investigates the cause and origin of fires including interviewing witnesses, processing fire scenes, and working with local and state law enforcement, prosecutors, and Minnesota State Fire Marshal Office.
- Manages the professional development and work of inspectors and investigators in the CRR and Operations Divisions.
- Conducts complaint inspections on properties and structures to ensure minimum code standards are met.
- Conducts state-delegated inspections at hotels and Minnesota licensed facilities. This also includes the delegated inspections of fire suppression systems for state permitted projects.
- Meets with contractors, architects, and others, including city staff to advise on code requirements and fire prevention information.
- Performs other duties as requested.
- Attendance at off-site courses/trainings/seminars may be required.
REQUIREMENTS
- Associates/Technical degree in fire technology, or related field; Bachelor's degree preferred
- Three years of related experience
- Valid Driver’s License
- MN Firefighter 2(or IFSAC Certifications or Pro Board) within one year of hire
- National Registry of EMT Certification within one year of hire
- Licensed Firefighter, State of Minnesota within one year of hire
- MN Fire Instructor 1 Certification (or IFSAC Fire Instructor 1 Certification) within one year of hire
- MN Fire Investigator (or IFSAC Fire Investigator Certification) and IAAI FIT Certification within two years of hire
- MN Fire Inspector 1 (or IFSAC Fire Inspector 1 Certification) within two years of hire
- MN State Fire Marshal Approved inspector for hotel and DHS-licensed facilities within two years.
KNOWLEDGE, SKILLS, and ABILITIES
Thorough knowledge of the modern principles and techniques of fire prevention, including inspection, hazards and elimination of dangerous conditions; thorough knowledge of the geography of the City; thorough knowledge of the laws and ordinances of state and city regarding fire prevention and arson; thorough knowledge of fire and building codes; general knowledge of the principles and practices of building construction and electrical and mechanical systems; ability to recognize existing and potential fire hazards in a wide variety of structures and installations; ability to understand and carry out oral and written directions; ability to prepare clear and concise written reports; ability to interpret and enforce rules and regulations firmly, tactfully and impartially; mechanical aptitude; ability to establish and maintain effective working relationships with associates and the general public.
PHYSICAL REQUIREMENTS and WORKING CONDITIONS
This work requires the regular exertion of up to 10 pounds of force and occasional exertion of 25 pounds of force; work regularly requires lifting, frequently requires speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing, walking, sitting, climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling and pushing or pulling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock, exposure to vibration, wearing a self-contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
