Description

The City of Moorhead is accepting applications for Recreation Department Director in the Recreation Department. Under general direction, the Recreation Department Director performs difficult/complex work setting policies and goals for the department, planning, organizing, supervising and directing recreation programs and promotional services, and related work as required. This position exercises departmental supervision over assigned staff.

ESSENTIAL FUNCTIONS: The essential functions of the Recreation Director include, but are not limited to the following major duties performed. Duties are listed from most to least important.

  • Directs, plans, coordinates, supervises and evaluates Recreation department operations, including recreation programs in the neighborhood parks, athletic programs and special events and establishes and implements policies, procedures, rules, regulations and programs.
  • Prepares annual division budget and controls expenditures.
  • Develops short- and long-range plans and initiates strategies to address community goals and objectives; evaluates outcomes and results of programs.
  • Staffs the Park Advisory Board; provides information and recommendations for the Board’s consideration.
  • Manages contract with athletic organizations and contract employees.
  • Meets with civic organizations, parks users, neighborhood groups, volunteers and individual citizens to promote the City and its recreation programs and address concerns.
  • Provides information and responds to questions from the City Manager; participates in the City Council meeting as requested.
  • Evaluates the adequacy of existing recreation programs; develops plans to address current and future needs.
  • Assists in the direction of the City’s marketing program for recreation programs and promotional services.
  • Performs other duties as requested.
  • Attendance at off-site courses/trainings/seminars may be required.
Supervisory Position: Performs or effectively recommends the hiring, transfer, suspension, promotion, discharge, assignment, reward, discipline, direction of work, and adjustment of grievances of subordinate personnel.

REQUIREMENTS:
  • Bachelor's degree in recreation, public administration, business, finance, communications, or related field
  • Six years experience in recreation programming and management, or related field
  • Valid driver's license

KNOWLEDGE, SKILLS, and ABILITIES: 
The Recreation Department Director requires comprehensive knowledge of recreation programs, promotional and special event planning; thorough knowledge of public administration, municipal budgeting, and capital improvement planning; general knowledge of contract preparation and administration; skill in research and analysis ability to plan and supervise staff work; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with associates, department heads, government officials, citizens, volunteers, athletic organizations, contractors, vendors and the general public.

PHYSICAL REQUIREMENTS and WORKING CONDITIONS:
The Recreation Department Director requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires standing and speaking or hearing, frequently requires walking, using hands to finger, handle or feel and repetitive motions and occasionally requires sitting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
