The City of Moorhead is accepting applications for a Building Official in the Community Development Department. This advanced technical position performs difficult work administering, enforcing and interpreting the Minnesota State Building Code, including amendments; rules and regulations adopted and published by the MN Commissioner of Labor and Industry; and related local laws and ordinances, supervising, assigning and reviewing work of staff, and related work as required. The Building Official exercises general supervision over assigned staff.

ESSENTIAL FUNCTIONS

  • Reviews construction plans and documents, verifying compliance and/or require changes to comply with state and local statutes, codes and ordinances for permit issuance.
  • Supervises building code employees performing building, plumbing, heating, mechanical and zoning inspections, plan review and permit issuance; assigns and reviews division office staff and inspectors work.
  • Conducts plan review, inspection, code administration, and code enforcement on private buildings, public buildings, and state-licensed facilities as required to ensure compliance with applicable codes.
  • Issues correction and stop work orders; recommends enforcement action when necessary to ensure building construction is compliant with applicable codes, and works with the City’s legal staff to bring action to achieve code compliance as warranted.
  • Assists the City Attorney and Prosecutor in preparing and assembling documentation for legal actions involving the Minnesota State Building Code.
  • Prepares annual department budget and controls expenditures; recommends adjustments to the permit fee schedule.
  • Assists state and local building officials, fire officials, building design professionals and department directors with interpretations of the Minnesota State Building Code.
  • Approves department billing statements and recording documents.
  • Prepares reports and supervises maintenance of division records.
  • Monitors compliance with state law for licensing requirements of architects, engineers, building, plumbing and mechanical contractors.
  • Performs other duties as requested.
  • Attendance at off-site courses/trainings/seminars may be required.

MINIMUM REQUIREMENTS
To perform this position successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the formal education, experience and training required.

Education and Experience

  • Associates/Technical degree or higher in building inspection, construction, engineering, architecture, or related field; OR High School diploma/GED and Minnesota Building Official Limited Certification or Building Official Certification.
  • Three years experience in conducting building inspections and administering and interpreting building code, or related field

Training, Certificates, and Licenses

  • Minnesota Building Official certification obtained within six weeks of hire
  • MN Municipal All Inspections Delegation Application/Agreement within 10 months of hire
  • MN master plumbing license and MN Plumbing Plan Review Delegation Agreement preferred
  • Commercial Plan Review and/or Commercial Building Inspection ICC Certification preferred
  • Valid driver's license


KNOWLEDGE, SKILLS, and ABILITIES
The Building Official requires comprehensive knowledge of the Minnesota State Building Code, local building codes, zoning ordinances and other related codes and ordinances; comprehensive knowledge of building construction materials and methods; general knowledge of routine legal procedures as related to the enforcement of laws and ordinances; ability to detect workmanship not in compliance with state and local codes and ordinances; ability to read and interpret plans, specifications and blueprints quickly and accurately and to compare with construction in process; ability to enforce ordinances and regulations with firmness, tact and impartiality; ability to direct the work of division staff to ensure consistent application of building codes and ordinances; ability to establish and maintain effective working relationships with design professionals, building owners, contractors, associates and the general public.

PHYSICAL REQUIREMENTS and WORKING CONDITIONS
The Building Official positions requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing, frequently requires sitting and occasionally requires standing, walking, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock, exposure to vibration and wearing a self contained breathing apparatus; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic)
